After a snowfall, the city dispatches their garbage trucks, which have all been fitted with chains and plows, and they make a first pass at making the streets passable, but typically this leaves about a lane less than usual capacity. So after that, they dispatch the shovel cars, which collect as much snow as they can and dump it into giant piles of snow on a slightly out-of-the-way street (which naturally is closed off). Later, they bring a machine which can only be thought of as a "snow melter". What you do is take your shovel car, dump a bunch of snow in the top of the "snow melter", and then water comes out the bottom directly into the sewer where we hope it feeds the alligators flows into the Hudson.
